The National Conference on “Fiscal Policy and Taxation” was organized on 7th September 2015, on the inauguration day of the Centre of Excellence in Fiscal Policy and Taxation (CEFT), in the new academic block, Xavier Institute of Management, Bhubaneswar. The Conference embodied two different themes that were spaced in two sessions apart. The first session was themed “Changing Paradigm in the State Finance”. Shri. S.P. Mohanty, Deputy General Manager, Reserve Bank of India and Samir Ranjan Behera, Assistant Adviser, Reserve Bank of India presented a comparative analysis of major indicators of state finances. Using the Gross Fiscal Deficit, Revenue Deficit and Primary Deficit they showed an analysis of the BIMARU states, West Bengal and Odisha. Dr. Debashis Acharya, Professor, School of Economics, Central University of Hyderabad, spoke of Fiscal Stance and Growth in Odisha. The session was moderated by Dr. Tapas Sen, Professor, National Institute of Public Finance and Policy, New Delhi. The second session was themed “Financial Stability and Macro Economic Fiscal Policy”. Dr. N.R. Bhanumurthy, Professor, National Institute of Public Finance & Policy, New Delhi, spoke of Contemporary Macro-Fiscal Issues. Targeting revenue deficit, targeting debt,External shocks and domestic macro-fiscal situation, option of expansionary fiscal consolidation and possibility of achieving higher growth were the major macro-fiscal issues covered by him. Dr. C.S. Mohapatra, Adviser, Ministry of Finance, Government of Odisha, spoke about financial stability and macro- economic fiscal policy. Among various other issues that he made mention of, he put forth a comparative analysis of the financial stability architecture of India against various other countries. Shri B.M. Misra, Principal Advisor, Department of Economic and Policy research, moderated the session.
